The Commission derives its functions and powers from Electricity
Act 2003, and The Haryana
Electricity Reforms Act 1997. Salient features of these are also available under the overview
link on the website.
- The powers and duties of its officers and
employees
The officers from various disciplines including Administrative, Engineering,
Economics, Finance and Law assist the Commission in discharging its
functions and duties.
- The procedure followed in the
decision-making process including channels of supervision and accountability
The procedures followed in the decision-making process are derived from Haryana
Electricity Regulatory Commission (Conduct of Business) Regulations, 2004.

its functions
The norms under which the Commission functions are specified in the The Haryana
Electricity Reforms Act 1997, Electricity
Act 2003. and various regulations
framed by the Commission.

The Commission invites public / stakeholders views and objections through written statements and/or oral
submissions at public hearings before issuing orders and regulations. These views
and objections form part of the orders of the Commission.
The Commission has established
a Committee known as the State
Advisory Committee which advises the Commission from time to time.
