  1. The particulars of its organization, functions and duties

    The Commission derives its functions and powers from Electricity Act 2003, and The Haryana Electricity Reforms Act 1997. Salient features of these are also available under the overview link on the website.

  2. The powers and duties of its officers and employees

    The officers from various disciplines including Administrative, Engineering, Economics, Finance and Law assist the Commission in discharging its functions and duties.

  3. The procedure followed in the decision-making process including channels of supervision and accountability

    The procedures followed in the decision-making process are derived from Haryana Electricity Regulatory Commission (Conduct of Business) Regulations, 2004.

  4. The norms set by it for the discharge of its functions

    The norms under which the Commission functions are specified in the The Haryana Electricity Reforms Act 1997, Electricity Act 2003. and various regulations framed by the Commission.

  5. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its function.

    The Commission frames the regulations which are notified in the official Gazette of Government of Haryana and pronounces its orders and all such regulations and orders are on its website.

  7. The particulars of any arrangements that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof

    The Commission invites public / stakeholders views and objections through written statements and/or oral submissions at public hearings before issuing orders and regulations. These views and objections form part of the orders of the Commission.

    The Commission has established a Committee known as the State Advisory Committee which advises the Commission from time to time.


  8. A statement of the boards, counsels, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

    The pay scale of Chairman and Members have been described in The Haryana Electricity Regulatory Commission (Conditions of Service of Chairman and Members) Rules, 1998 and those of officers and employees in The Haryana Electricity Regulatory Commission (Officers and Employees Conditions of Service) Regulations, 1999.

    The budget is provided by the State Government and is charged to the Consolidated fund of the state.
