PUBLIC NOTICE
INVITING OBJECTIONS/SUGGESTIONS ON THE APPLICATIONS FILED BY HP BIO ENERGY PVT. LTD. FOR DETERMINATION OF TARIFF
HP Bio Energy is desirous of setting up of 1 MW Biogas (Bio-methanation) based power project in Hisar District, Haryana. The proposed feedstock includes a mix of Cow Dung, Poultry Litter, Horse Dung and Energy crops.
In the above context, the Haryana Electricity Regulatory Commission (HERC) intends to determine tariff / power purchase price in respect of the above proposed projects based on new and renewable sources of energy.
The Commission invites comments / suggestions/objections from the stakeholders and experts on the tentative key assumptions / parameters as mentioned below for computation of tariff. Based on the feedback received from the stakeholders / public and experts the Commission shall finalise the assumptions / parameters and accordingly determine tariff for sale of power from these projects.

Invitation to submit objections/ suggestions/ comments:
Written objections/ suggestions/ comments are invited from the public and other organisations on the above tentative assumptions/parameters. All interested parties should submit six copies of their objections along with supporting material, if any, to the Secretary, Haryana Electricity Regulatory Commission, Bays No. 33 - 36, Sector 4, Panchkula 134 112. All comments / objections should be sent by messenger or through registered post so as to reach before 5 P.M. of 24th June 2010. The persons, who are desirous of being heard by the Commission in person may mention so in their written response to this notice.
The objections should carry full name and postal address of the person sending the objection and shall be supported by an affidavit as per the Haryana Electricity Regulatory Commission (Conduct of Business) Regulations, 2004.
The date of public hearing on the subject shall be intimated separately.

1) Bachelors degree in Electrical/Power Engineering or Mechanical Engineering. 2) Ten years experience, with a minimum of one year at the Executive Engineer level in a large power utility / organisation with generation, transmission and distribution facilities. 3) Depending on whether the Joint Director position is for transmission, distribution, or power procurement/systems operations, the candidate should have significant design/planning/operational experience in one of the following areas: * transmission planning and operation with particular experience in network reliability, stability, power quality and flows; * distribution planning and operation, network reliability as well as commercial aspects of distribution (metering, billing, collection etc); * power procurement/systems operations competitive procurement, power purchase agreements, least-cost planning, scheduling and despatch. 4) Computer literacy should include demonstrated capability in analytical modeling 5) Good written and verbal skills |

1) Bachelors in Electrical/Power Engineering or Mechanical Engineering. 2) Minimum Five years experience with a large power utility/ organisation with generation, transmission and distribution facilities. 3) Depending on whether the Deputy Director position is for transmission, distribution, or power procurement/systems operations, the candidate should have design/ planning/operational experience in one of the following areas: * transmission planning and operation with particular experience in network reliability, stability, power flows and quality; * distribution planning and operation, network reliability as well as commercial aspects of distribution (metering, billing, collection etc) * power procurement/systems operations competitive procurement, power purchase agreements, least-cost planning, scheduling and despatch. 4) Computer literacy should include demonstrated capability in analytic modelling and database management. 5) Good written and verbal skills. |

The eligible and interested officers working in various Central and State Governments and Semi-Government / Power Sector Undertakings & recognized central / State Universities may apply through proper channel alongwith the following documents / certificates so as to reach the office of Secretary, Haryana Electricity Regulatory Commission, Bays No. 33-36, Sector 4, Panchkula within 45 days from the date of the publication of this notice (7th June 2010).
1. Photocopies of the ACRs of the applicant for the last five years duly attested by an authorized Officer.
2. Certificate to the effect that no vigilance enquiry is pending against the concerned officer.
3. Certificate to the effect that no penalty was imposed during the last 10 years.
