PUBLIC NOTICE

In partial modification to the public notice published in the Times of India and Punjab Kesari on 28th  January, 2010, for inviting objections / suggestions on the applications filed by HPGCL, HVPNL, UHBVNL and DHBVNL for approval of Annual Revenue Reports and tariff for FY 2010-11, the last date of filing objections is hereby extended upto 5th February, 2010 and the date of filing reply to the objections upto 10th February, 2010. The dates of public hearings shall remain unchanged.

PUBLIC NOTICE

In exercise of the powers conferred on it by Section 181 of the Electricity Act, 2003 and all the other powers enabling in this behalf, the Haryana Electricity Regulatory Commission proposes to make the 1st amendment by adding provisions as Sr. No. 14.1 to the Regulation No. HERC/5/2004 dated 10.08.2004 regarding Electricity Supply Code, Regulations 2004 and 3rd amendment by adding provisions as Sr. No. 12.1 of Schedule I, Schedule II and Schedule III to the Regulation No. HERC/4/2004 dated 16.07.2004 regarding Standard of Performance for the Distribution Licensee, Regulations 2004.

The draft amended regulations have been placed on the Commission website (click here to download). Interested persons/organizations may send their comments/ objections/suggestions to the Secretary, Haryana Electricity Regulatory Commission, Bays No. 33-36, Sector-4, Panchkula, Haryana by 22.02.2010.

PUBLIC NOTICE

INVITING OBJECTIONS / SUGGESTIONS ON THE APPLICATIONS FILED BY HPGCL, HVPNL, UHBVNL AND DHBVNL FOR APPROVAL OF ANNUAL REVENUE REPORTS AND TARIFF FOR FY 2010-11

Haryana Power Generation Company Limited (Generation Company in Haryana), Haryana Vidyut Prasaran Nigam Limited (the Transmission licensee in Haryana); Uttar Haryana Bijli Vitran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam Limited (the Distribution and Retail Supply licensees in Haryana) have filed their application for determination of tariff and Annual Revenue Reports (ARR) for the financial year 2010-11 for their respective businesses.

Complete set of respective filings are available for public consultation during office hours on any working day at the Head Quarters of HPGCL, HVPNL and UHBVNL at Shakti Bhawan, Sector – 6, Panchkula and DHBVNL at Vidyut Nagar, Hisar and also at the offices of SE/Operations of HVPNL / UHBVNL / DHBVNL.

A complete set of each of these documents may be obtained on payment of Rs.1000/-, copy of the main ARR without Annexure at Rs. 300/- and copy of the condensed summary at Rs.50/- in cash or through demand draft, from the aforesaid offices. The condensed summary of their respective ARR is also available on the web site of the Haryana Power Utilities www.hpgcl.gov.in, www.hvpn.gov.in, www.uhbvn.com and www.dhbvn.com.

Written objections/ suggestions/ comments are invited from the public and other organisations on the above filings. All interested parties should submit ten copies of their objections along with supporting documents, if any, to the Secretary, Haryana Electricity Regulatory Commission, Bays No. 33-36, Sector 4, Panchkula - 1341112 and one copy should be directly submitted to the Managing Director of respective utilities i.e. HPGCL / HVPNL / UHBVNL, Shakti Bhawan, Sector – 6, Panchkula or DHBVNL, Vidyut Nagar, Hisar. All comments should be sent through messenger or through registered post so as to reach before 5 P.M. of 1st February 2010. Any interested person, who wants to be heard in person, should mention so.

Concerned utilities shall submit ten copies of reply to the objections / comments before 5.00 PM of 5th February, 2010 to the Commission and one copy to the objector.

The objectors may submit 10 copies of rejoinder, if any, to the reply filed by the utilities on their objections before 5.00PM of 11th February, 2010 to the Commission and one copy to the concerned utility.

The objections should carry full name and postal address of the person sending the objection and shall be supported by an affidavit as per the Haryana Electricity Regulatory Commission (Conduct of Business) Regulations, 2004.

The submission of objections / reply to the objections / rejoinders and Public Hearing on the ARRs of HPGCL, HVPNL, UHBVNL and DHBVNL shall be held before the Haryana Electricity Regulatory Commission as per schedule given hereunder :-

The objectors and the petitioners may appear in person or through their authorised representative on the appointed date, time and place for presenting their respective arguments before the Commission
