HEARING ON THE APPLICATIONS FILED BY HPGCL, HVPNL, UHBVNL AND DHBVNL FOR APPROVAL OF ANNUAL REVENUE REPORTS AND TARIFF FOR FY 2012-13

Haryana Power Generation Company Limited (Generation Company in Haryana), Haryana Vidyut Prasaran Nigam Limited (the Transmission licensee in Haryana); Uttar Haryana Bijli Vitran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam Limited (the Distribution and Retail Supply licensees in Haryana) have filed their applications for determination of their Annual Revenue Requirements (ARR) and tariff for the financial year 2012-13 for their respective businesses. The Commission has already issued public notice for obtaining objections and suggestions from the stakeholders and the public on the aforesaid petitions.

Now the Commission shall hold hearings on the ARR and tariff applications of the Haryana power utilities as per following schedule:

The petitioners and the objectors may appear in person or through their authorised representative on the appointed date, time and place for presenting their respective arguments before the Commission.

PUBLIC NOTICE

The Haryana Electricity Regulatory Commission proposes to engage a reputed party for conducting study of the Capital Expenditure Plans of the two Power Distribution Companies in Haryana i.e Uttar Haryana Bijli Vitran Nigam Limited & Dakshin Haryana Bijli Vitran Nigam Limited for the financial years 2008-09, 2009-10 & 2010-11. The scope of work shall be as per TOR and bid documents.

The Commission hereby invites proposals from the interested Consultancy Agencies / Parties / Companies, as per detailed terms and conditions given in the bid documents. The bid documents can be obtained from the office of the Secretary, HERC, Bays No. 33-36, Sector – 4, Panchkula on any working day w.e.f. 16^th January 2012 to 15^th February 2012 from 10:00 A.M to 3:00 PM against non-refundable payment of Rs. 1000/- per document through demand draft issued in favour of the Secretary, HERC, Panchkula. The bid documents may also be downloaded from Commission’s website (click here to download), in which case the applicant must enclose demand draft for Rs. 1000/- alongwith the proposal. Any proposals on bid documents downloaded from the website of the Commission without bank draft of Rs. 1000/- shall not be accepted.

The last date for receipt of proposals is 16^th February 2012 upto 2:00 PM. The proposals received upto the stipulated date and time shall be opened on the same day at 3:00 PM in presence of the representatives of the bidders who may like to be present. However, evaluation of the bids shall be done separately.

INVITING OBJECTIONS / SUGGESTIONS ON THE APPLICATIONS FILED BY HPGCL, HVPNL, UHBVNL AND DHBVNL FOR APPROVAL OF ANNUAL REVENUE REQUIREMENT (ARR) FOR FY 2012-13

Haryana Power Generation Company Limited (Generation Company in Haryana), Haryana Vidyut Prasaran Nigam Limited (the Transmission licensee  & SLDC in Haryana); Uttar Haryana Bijli Vitran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam Limited (the Distribution licensees in Haryana) have filed their application for determination of their ARR / Tariffs & charges for the FY 2012-13 for their respective businesses.

Complete set of documents filed by licensees / generating company are available for public consultation during office hours on any working day at the Head Quarters of HPGCL, Urja Bhawan, C-7, Sector – 6 Panchkula, HVPNL,  Shakti Bhawan, Sector – 6, Panchkula, UHBVNL, Vidyut Sadan, Plot No. C16, Sector – 6, Panchkula and DHBVNL, Vidyut Sadan, Vidyut Nagar, Hisar.

A complete set of each of these documents may be obtained on payment of Rs.1000/-, copy of the main ARR without Annexure at Rs. 300/- and copy of the condensed summary at Rs.50/- in cash or through demand draft, from the aforesaid offices. The condensed summary of their respective ARRs is also available on the respective web sites of the Haryana Power Utilities www.hpgcl.gov.in, www.hvpn.gov.in, www.uhbvn.com and www.dhbvn.com.

Written objections / suggestions / comments are invited from the public and other organisations on the above filings. All interested parties should submit ten copies alongwith an affidavit in the format as per Form -2 of HERC (Conduct of Business) Regulations, 2004, of their objections along with supporting documents, if any, to the Secretary, Haryana Electricity Regulatory Commission, Bays No. 33-36, Sector 4, Panchkula - 134112 and ensure sending one copy directly to the Managing Director of respective utilities i.e. HPGCL / HVPNL / UHBVNL / DHBVNL. All objections / sugestions should be sent through messenger or through registered post so as to reach before 5 P.M. of 10^th January 2012. Incomplete filings / or filings received after due date will not be entertained. Any interested person, who wants to be heard in person, should mention so in the forwarding letter.

Concerned utilities shall submit ten copies of reply to the objections / comments before 5.00 PM of 25^th January, 2012 to the Commission and ensure sending one copy to the objector.

The objectors may submit 10 copies of rejoinder, if any, to the reply filed by the utilities on their objections before 5.00 PM of 10^th February, 2012 to the Commission and ensure sending one copy to the concerned utility. 

The objections should carry full name, complete postal address and phone number / email address, if any, of the person sending the objection and shall be supported by an affidavit as per the Haryana Electricity Regulatory Commission (Conduct of Business) Regulations, 2004.  

The dates time and venue for hearings shall be notified separately.
