V. S. Ailawadi, Chairman, HERCShri V. S. Ailawadi was the first Chairman of the Commission. He took oath of office on 17.08.1998. Shri Ailawadi is a former officer of the Indian Administrative Service (IAS) with over 33 years of experience in Public Administration and Urban Infrastructure Development. He has served in the State as well as Central Government and in various capacities in different departments/ministries with the Government of India, which include Agriculture, Rural Development, Labour, Communication and Home Affairs & Urban Development. He has represented Government of India as a leader of the delegation to UNDP and ILO on sectional policy deliberations. He has also served as Chief Executive Officer of a premier Development Authority (DDA) for the metropolitan city of Delhi. He was appointed Head of the Task Force constituted for the revision of 2nd Master Plan for the National Capital, Delhi. He was also responsible for planning and implementation of major infrastructure projects for holding Asian Games 1982 in New Delhi. He was appointed as a member of the first national committee for privatization of existing and new airports on BDO & BOT basis. He was a member of the Finance Commission constituted by the Govt. of India from 1996 to 1998. He has also served as Consultant with the International Labour Organisation, Geneva on country projects. Sh. V. S. Ailawadi completed his tenure of 3 years on August 16, 2001.

 

R. Chandra, Member, HERCShri Ramesh Chandra took oath of office as the member of the Commission on 17.08.1998 and became Chairman on August 17, 2001. A gold medallist from Lucknow University (Masters degree in Mathematics, 1957), he joined the Indian Audit & Accounts Service in 1961 from where he retired as Deputy Comptroller and Auditor General of India-cum- Chairman Audit Board in Dec.1995. During his service of over 34 years, he was responsible for the audits of Central Government, various State Governments and their Public Sector Undertakings. He assisted the Public Accounts Committee and the Committee on Public undertakings of the Parliament and the Corresponding Committee of various State Legislatives in examining Audit Reports. He was responsible at the policy-making level for the formulation of Government accounting and audit procedures in India. For about 15 years, Shri Chandra was associated with various State Electricity Boards and Public Sector Enterprises related to power sector at senior level. He attended a programme on "Finance and Accounting in developing Countries" at the Strathslyde University, U.K. in 1983 and was a Member of the delegation led by the Comptroller and Auditor General of India to Israel in October 1995. After retirement, he served as a nominee Director of BIFR and IFCI on the Board of Directors of various private and Government companies. Sh. Ramesh Chandra completed his tenure of 4 years on August 16, 2002.

 

K. S. Chaube, Member, HERCShri K. S. Chaube took oath of the office as the member of the Commission on 16.09.1998 and became Chairman on August 17, 2002. He graduated in Science from Agra University and obtained degree in Electrical Engineering from University of Roorkee in 1961, and joined the Central Power Engineering Services in 1965. Shri Chaube was working as Chief Engineer in Central Electricity Authority, Ministry of Power, Government of India before joining as Member of the Commission. Shri Chaube started his career as a Distribution Engineer in UPSEB where he worked for 4 years and thereafter acquired vast experience in virtually all the aspects of thermal generation for unit capacity range of 32 to 500 MW. He received training in USSR for operation of 210MW units. He was deputed to Govt of Nagaland for designing the Nagaland’s first 132KV Transmission line. He was also deputed to USA for a period of about 2 ½ years to arrange India’s first real time replica simulator for 210 MW unit for N.P.T.I, Badarpur, Delhi. He was one of the member of the Committee to revise normative operating parameters for thermal power plants and flue gas desulphurisation plants. He was also member designated for Thermal Appraisal Committee of the Ministry of Environment & Forest for appraisal of Thermal Schemes from environmental angle. He has presented papers on Renovation and maintenance (R&M) of thermal power plants in various national and international seminars and also prepared draft policy guidelines for private sector’s participation in R&M of Thermal Power plants. Sh. K. S. Chaube completed his tenure of 5 years on September 15, 2003.

 

Shri Subhash Chander Katyal took oath of the office as the Member of the Haryana Electricity Regulatory Commission on 20th August 2002. After completing his schooling and graduation while residing in village Alawalpur Tehsil Palwal, he did his post graduation in Economics from Department of Economics, Punjab University, Chandigarh in 1970. He was appointed as a lecturer in Economics in Government College, Jind in the year 1971 and after resigning he obtained L.L.B. Degree in 1975. Fond of Public life and to live for 'people's cause' he joined the bar as a practising lawyer albeit for a brief period in 1976. During this period he traversed throughout the length and breadth of Haryana, understanding people's problems at the grass roots and mobilising support for their cause. In June 1987 he was elected to the Haryana State Legislative Assembly. In August the same year, he was appointed as a Minister of State and subsequently he became a Cabinet Minister. During his tenure as a Minister from 11th August 1987 to 6th April 1991 he shouldered the responsibilities of key Departments like Labour and Employment, Housing, Dairy Development, Printing & Stationery, Social Welfare, Local Government, Science and Technology, Administration of Justice, Development & Panchayat, and Technical Education, at one time or the other. His only hobby is to love & serve human beings. During the last three decades of Public Life after acquiring the basic tools of economic analysis and developmental economics, Shri. Katyal brings to the Commission a rare combination of intellectual treasure, a vast knowledge of people and their needs in the state of Haryana and rich experience in the matters of State Administration. Sh. S. C. Katyal, after resigning as Member, HERC, relinquished his charge on November 8, 2004.

 

Lt.Col.(Retd.) Raghbir Singh took oath of the office as the Member of the Haryana Electricity Regulatory Commission on 23.08.2001 and became Chairman on September 16, 2003.  He joined the Armed Forces in the year 1962 and fought two Indo-Pak wars I.e. 1965 war at  Jammu -Sialkot Sector and 1971 war at Kargil Sector.  He retired from Armed Forces on 31st January 1996 with distinguished record.  Over 33 years of experience in the Armed Forces, he had the experience of Administration, Man-Management, Accounts, besides having adequate knowledge and experience in Agriculture and problems faced by the people of rural areas of Haryana State.  During Army service, he had done various Army courses at Infantry/College of Combat Mhow, Intelligence Training College Pune and MCTE Mhow and held various appointments at staff and command level.  Before retirement from Army, he also had two tenure of 3-years each to Command NCC Unit where he got the opportunity to work with civil administration and educationists.  After retirement, he toured the entire Haryana State as a social worker and acquainted himself with the problems being faced by the people, particularly with power and water supply. Lt.Col.(Retd.) Raghbir Singh completed his tenure of 5 years on August 23, 2006.

 

Shri T.R. Dhaka took oath of office as Member of Haryana Electricity Regulatory Commission on 5.11.2003.  Sh. Dhaka, Fellow, Institute of Engineers (India), graduated from Punjab Engineering College, Chandigarh in June, 1967, obtaining B.Sc. Engineering (Electrical) Degree in First Division with Honours.  Soon after graduation, he started his professional career in the erstwhile Haryana State Electricity Board  in October, 1967 and rose to the post of Director/Projects on the Board of Directors of Haryana Vidyut Prasaran Nigam Limited in August, 2002.   He was closely associated with all aspects of design of 220 KV & 132 KV Grid sub-stations and procurement of electrical equipments thereof for more than half of his professional career spanning over 36 years.  The remaining period was devoted to erection, testing and commissioning of Grid sub-stations including the State-of-art scheme for metering of energy at the interface points of transmission utility (HVPNL) and distribution utilities (UHBVNL & DHBVNL) in Haryana.  He was HVPNL’s representative on the Project Co-ordination Committee of PGCIL for establishment of Unified Load Despatch Scheme in Northern India.  He was also responsible for erection of infrastructural support for establishing Haryana’s State Load Despatch Centre at Sewah (Panipat).  He attended the Specialists’ Course in Power System Protection & High-Voltage Engineering at University of Roorkee, Roorkee.  He was in U.K. from September, 1974 to October, 1975 for training in High-Voltage Electric Power System with special emphasis on its protection under Confederation of British Industry Overseas Scholarship Scheme under the auspices of Ministry of Education, Government of India, New Delhi. Shri T.R. Dhaka completed his tenure of 5 years on November 4, 2008.

 

Shri Tej Singh Tewatia was administered the Oath of Office of Member, Haryana Electricity Regulatory Commission by the Hon’ble Chief Minister Haryana on 25th February 2005. Shri. T.S. Tewatia holds Master’s Degree in Public Administration from Nagpur University, Nagpur. He also holds Post Graduate Diploma in Industrial Relations and Personnel Management from Bhartiya Vidya Bhawan, New Delhi and Post Graduate Diploma in Physical Education from Nagpur University, Nagpur. Before joining as Member in Haryana Electricity Regulatory Commission, he had the experience of supervisory level to middle management Cadre with National Fertilizers Limited as Management Development Officer/ Personnel/ Administrative Officer for around 23 years with Distinctive Rewards. He was concerned to Manpower Planning/ Administration/ Assisting Policy Formulation/ Welfare Schemes/ Collective Bargaining/ Developmental Training Activities/ Enquiry Proceedings etc. His last assignment was with the Bharat Aqua Minerals, New Delhi as Managing Director. The company is dealing in packaged drinking water. His job included the overall functions of Production, Marketing, Quality Control and Administrative Activities. He has the experience and adequate knowledge of agriculture sector and the problems being faced by the people of Haryana State. Shri Tej Singh Tewatia completed his tenure of 5 years on February 24, 2010.
